Bridge is correct imo, only one holder of record exist at any one time. 

This still leaves the mystery of why would someone short so much up to Jan 15.

Perhaps the Jan 15 date is the settlement date, this would mean that the short action took place on January 11, but was settled on the 15th (weekends dont count).

 

Is that a possible explanation?
