Seeing as how they're in Guizhou Province, this doesn't apply. I would think if they're looking at opportunities in IM, it won't be the 300,000 ton variety but larger, or it could be a partnership that would get them above that range.  These are proposed changes and if instituted, would most likely be on an extended time frame setup like they've done in the past.  No big.
