For sure, but PM Harper won't take on the envirofascists living in BC.  Many are funded by USA interests, whose "environmental" concern is making them a killling on cheap Canadian oil.  The left wing environuts in BC are a dangerous group. Harper will not want to give them a reason to blow up pipelines.
