Perhaps I am wrong but Buffet manages Berkshire Hathaway and they are a majority shareholder in IMC. Also the deal with Woulfe is with IMC and not Berkshire Hathaway.  This means:

1) Buffet doesn't manage the business decisions of IMC, hence it is IMC's management making the deal with Woulfe. The money is Not coming from Berkshire, hence again Buffet is not in the decision making. From Buffet point of view, all he cares about the the profitability of the businesses he owns and not how they are run. That is left up to the CEO's and the boards of those companies. If they are not profitable, then either Buffet sells the shares of the company or can replace the board and CEO as majority shareholder.

2) if anyone is playing games, it is IMC management and not Buffet.

And yes, I think IMC is playing games. But from a business perspective it would be a good decision on IMC's part to get the resource as cheap as possible. It was a good move on their part to keep Woulfe on a short leash (i.e. via IMC agreement and $5M loan) and hoping that they would not get financing to continue on. It was a really smart strategic move by Brian Wesson to bring Ned Goodman on board as that will convey to IMC our resolve. This was a nice round of poker and I think Woulfe has the winning hand. Time will tell.
