Critical Thinking 101:  Read CEC Tech. Report for risks and uncertainties that are listed as current  contributor's to Ambre economic woes:  : slump in global market, bleak forecast that contrasts with CEC's "robust economics based on outdated information and an analysis that Wood MacKenzie admits it is not responsible for and is valid ONLY when report was published in 2011. Additional comparative evidence for rejecting CEC's economic claims is high finance charges (CEC fails to provide a budget line for these millions)  and Teck's 4Q report re the millions needed to mitigate water pollution now that the Americans are suing for the toxic buildup in their territory that  BC EAO, and significant increases in production costs and transportation.   Surely there are more profitable places to invest that does not kill and harm at every stage of coal's life cycle.
