CN was Government-owned, having been a Canadian Crown Corporation from its founding to its Privatization in 1995. Rail Rates were kept low to maximize Canada's competitiveness.
Pre 1995, the CN would, knowing what is now known re the ROF, have fast-tracked the ROF NS RR as it did when uniting Canada's East to West & to parts of the North.
The ROF & then beyond needs such CN vigor, whether on its own or with the ONTC &/or others.
