I'm not a lawyer... but to your question, the answer is no, not that easily at the county level.

However, let me give you this to think about which is why I wish WOF pulls up their socks sooner than

later.

Imagine you want to do a major project like running an oil pipeline across native territory in BC, Canada (for example) ... and for whatever reasons the native Canadians are not on side, or the environmentalists are not on side.  What happens? 

If enough people are pi ss ed off, and the right ones... then it can be delayed into oblivion... it is all about trust right now.

I believe that WOF will produce a satisfactory presentation to the community.  I believe that this project is wanted, even needed, and so I remain long and somewhat optimistic.  But I'm really saddened the project and all involved with it have 'sunk' to this point.  I know how much the people there are looking forward to this mine redevelopment to help boost their economy and bring new life to the area.
