The focus of the message needs to be here "The parties are pleased to announce that proxies representing greater than a majority of the common shares to be voted at each of the special meetings are in favor of the Arrangement."

At each special meeting held, 1 for AVF, 1 for PCE and 1 for CHX, they each party would have stated that they had the majority of votes in favor of the arrangement, but not necessarily the required 2/3. With that said we still have no idea if PCE or AVF had the required 2/3 or how the balance of the votes were, we know CHX if 100% in favor.
