I think you answered the question with your comments by management and generating cash flow.

The issue here is how one looks at value.  Institutional investors are going to look a cash flows on a discounted basis.  Reatil investors look at the high share price (around $2.50) and see the current share price at 42-cents and thing it is "cheap."  Oh, look a sale!  83% off sale!.

imho, just because something appears 'cheap" doesn't mean it has value or is worth owning.

What the institiutions see with CRJ is out there for all to see.  It all depends how you are looking at CRJ?  Are you looking for an 83% off sale?  Or are you looking at a cash flow for the company and management progress/prowess?
