Sorry Enbridge will increase the capacity for line 9 up to 300000 barils per day, and contracts are already in place:

Fowke said Enbridge has contracts already in place for the reversal with refineries along the line. The contracts are for 10 years, with a five-year renewal option.

As part of the application, Enbridge is looking to increase Line 9’s capacity of oil from 240,000 to 300,000 barrels per day.
