A couple of things...

1 - This guy is not Michel Carignan (who is usually long ORT, based on his interviews with RB).  This person is making specific reference to trading ORT (not investing long) and pointing out the technicals.

2 - On the technical side of it... short term, he is right in saying that we need to watch for the 2.10... actually the range between 2.10 and 2.30 if broken either way, will trigger a signal.
