My guess is that the reorg will not have room for her and she is leaving.  That isn't based on any factual knowledge just that you wouldn't normally see this from a senior employee unless they were leaving employment and that seems a plausible reason for why she would be leaving (or they are cutting staff to preserve resources). 

I'd like to be a fly on the wall in that building.
