I would think things should pick up when the whiting refinery is up, and the approval of keystone in a few months,  should at least bring a sort of psychological boost, even though it'll take a few years to be running.  If I recall correctly there are other pipelines to be ready in the second half of this year.  Hopefully the 9% dividend is attrative enough to maintain this price level for now.  I wouldn't expect much to happen for the next quarter.
