What is happening doesn't make ANY sense. Please note how "they" lifted CP this morning from 124.50 to 126.75 on about 90,000 shares. Now more than ever Ackman needs CP to keep going higher to make up for Herbalife and JC Penney losses. He still has the cash to throw into it - inducing short covering along the way.
