Actually it is in CIF's interest to keep the stock price low.  They have to pay the greater of $0.10 per share or the current stock price to convert their debentures to shares.

Also, the number of shares and warrants on the ask at these prices is extremely low according to level II data.  This stock will move up quickly on NI43-101 report if they prove significant iron ore deposits because they definitely have the right location.
