Why are Quebec based public companies so underperforming? 

 

Because there is a "Quebec discount". Just take a look at the following chart comparing Metro and Loblaw during the last decade:

 

 

As you can see, Loblaw has been a total disaster while Metro has been a stellar performer. Yet, even to this day, Loblaw is trading at a premium (P/E, etc) compared to Metro!
