What is most noteworthy is that 20% of farmers do not see E. coli as a food safety risk. And 20% of chemical producers do not believe that dumping raw effluent into storm sewers is a public health risk.
I don't see the difference between the two.
While a minority, that is a scary thought. If that same 20% are unable to clue in over the next 12 months, there is a good chance they will be out of business.
