I partially agree with your statement! I believe you are pretty well informed with your source of information however, I do not think the language is something relevant to your last comment. Just to let you know that the project was scoped by an Anglophone. As you can see the skills and knowledge is not a matter of spoken language or geographical origin but more a question of expertise, management, project management and more importantly, properly executing.
