It is not out of the blue. That Exxon and XOP deal has been going on for a very long time. XOP is the old Oilexco that was in the North Sea and went bankrupt. They has been alot of allegations of wrong doings and alleged bribery on how XOP gained the blocks in the first place. I used to follow them but no longer because it is the same management running the show. Do some DD on block 13.
