The investment seeks to track the investment results (before fees and expenses) of the DBIQ Emerging Market USD Liquid Balanced Index (the underlying index). The fund generally will invest at least 80% of its total assets in U.S. dollar-denominated government bonds from emerging market countries that comprise the underlying index. The underlying index measures potential returns of a theoretical portfolio of liquid emerging market U.S. dollar-denominated government bonds.

the construction they are talking about is the government controled power plant number V which they have tried to pour footing and block work for about 6 or 7 times...the government has to get out of private industry, especially the energy development and transportation department, of which they do not have knowledgeable, educated career minded professionals.  you cannot 'appoint' your brother in law to run these departments.

the government will come around, they have no choice, investors will have a mass exodus, they cannpot be that inept:
