why reverse split now?

IE had been trading between $2 - $4 for more than 10 years while fine tunning HTL technology. Why the mgmt wants to list in Nasdaq now? IE is not in financial crisis. Why can't they wait until they have successfully signed a JV and proved the HTL technology to the world. We the share holders want qualified mgmt not share manipulator to run the company.
