Who Is the White Knight?

Now we have a second instance of the company suggesting  going into production.  The first was a report in the Kenya Daily Mirror a couple of weeks ago.

Clearly someone with deep pockets is sitting in the wings planning to execute some kind of jv where they act as the money partner (did you say no more dilution?)  I wonder why all the secrecy?
