It's my understanding that (see page 23 above) that HBK's strategy was to initially come in under the threshold required for  a full EA review. See page 5 above.

If HBK 'went' for the full tonnage permit, I'm not certain as to what the requirements for the EIA would be. I do recall that there is a 180 day review period for the EA, before the full permit would be issued. Correct me if I'm wrong, plse.

I believe this is where the delay arises. HBK's submitting an application for an 'under the threshold' mine plan, and the BC govt is expecting the full plan. Or something like that..
