I think you are missing a key point in that EDC is a bank and this is a financing deal. EDC is a profitable crown corp that has a mandate to assist with Canadian exports. No where does this say they are 'giving away' money.

This is exactly the way Canada should be helping its own companies. EDC makes profit on financing, BB makes profit on sales that might not have happened. EDC handles the risks and prices accordingly. Win/win for shareholders & taxpayers.
