A divy cut would be a positive for RPL as they could either grow production a lot more or pay down debt. Do not under estimate  the works behind closed doors. One day this stock will turn and turn fast. It takes guts to buy at these levels and if this company is sold it will get top dollar which I doubt they will sell but that option is there. If Bruce Campbell says there is no problem I would agree. I trust more of what he says then people on this board as he has the years behind him.
