Just as there are long term institutional and retail investors there are institutional and retail short investors. I suspect that what you might find is that the institutional shorts covered while the inexperienced retail shorts were just establishing positions, after all It is just as easy to be a bag holder of a short position as a long one, but the potential loses are infinite and scary.
