The way I read this PG is only mentioned as being in on a discussion on what methodology was to be used. Snowden has independantly estimated the resources and has properly reviewed the QAQC for the project - which is critical for data validation.  The number released will be Snowden's and not an audit of the PG resource. I think the reference to Apex and defining exploration targets perhaps goes towards a more reasonable estimate of geological potential.
