As a part of any executive level compensation package a mix of base pay, bonus, and options are granted to attract, retain and incent executives. Why would existing management drive the share price lower to grant a new hire some options? They all own shares and have options that are vested, some being in the money and some being out of the money. I suspect now that you've thought about it you'll realize your post makes no sense.
