The investment seeks to track the investment results (before fees and expenses) of the DBIQ Emerging Market USD Liquid Balanced Index (the underlying index). The fund generally will invest at least 80% of its total assets in U.S. dollar-denominated government bonds from emerging market countries that comprise the underlying index. The underlying index measures potential returns of a theoretical portfolio of liquid emerging market U.S. dollar-denominated government bonds.

Build the plant !

Sometimes I wonder if it would not be possible to get a consortium together to build the power plant without waiting for the PPA. PCY has the land use approval, the power plant construction approval, environmental licences etc.

It is clear to everyone that Mongolia and the mining companies there will be desparate for power in the coming years. Sell power to the highest bidder in 2015.

PCY, the construction cmpany, the equipment supplier (GE financial?) etc couldbe part of the consortium.
