I emailed Rodinia regarding the feasibility study and received this reply on April 15, 2013. So I dont know where your little birdie got his info from but its not what Rodinia has indicated to me.

Dear Marc,

The Feasibility Study is in the hands of the independent engineers. As far as we know, it remains on track for delivery towards the end of the 2^nd quarter with the outside window being the first month of the 3^rd quarter. Rodinia continues to advance the Diablillos Project in Argentina.
