I have a different reading of the situation. The Chinese authorities closed the eyes on such barbarian activities. To support means to provide cash. The Chinese Mafia is behind that. Otherwise, They'd have the money.

 

Smugglers are able to ship 40% o the HRE leaving the country. Somehow, authorities close their eyes. My thought: influent members of the govt. are involved in that racket.

 

How come the authorities are controling closely the chatting on internet between ordinary citizens but cant control HRE smuggling?

 

When China support actvities (to buy Nexell, Teck Cominco...) they show the money.
