As is public, amid growing allegations of irregularities and fraud, the March 24 elections were held for the new Presidency of that community in replacement of Christopher Barrios Carrillo, who could not run for a new term after two consecutive terms in that office. There were two lists in the competition. The election committee chaired by Lucho Bernilla Tantarico Florentino gave Barrios won by Huaman cousin and former president political operator who in turn is a notorious anti-mining leader.
Tantarico Bernilla turn is a man of close confidence of Christopher Barrios.
Lucero Ausberto Huaman, who was the other candidate, also demanded annulment of the election process, "because there were glaring irregularities".
Recall that the lawsuit is based on the lack of a community standard properly updated every two years, the issue of votes for election unskilled villagers in the village, lack of regulation of local elections and the absence of a statute in the community and its regulations, all of which allowed "fradulentas elections".
These gaps, the lawsuit said, allowed that "leaders in collusion with members of the Election Committee committed a number of irregularities when electoral acts occurred for the renewal of the Community Council."
Among the irregularities of the election process is that the electoral committee was formed with 25 individuals-all of close confidence of Christopher Barrios-which is contrary to the indications of the Rural Communities Act that states you have to develop a general or failing shaping electoral committee with the support, in the specific case of San Juan de Canaris, 44 delegates valid.
The lawsuit said that of 3,800 commoners, turnout was only 1,350 commoners, and the other aspect is that the day of the elections, the organizers tried to direct the voting process of the villagers in favor of Florentino Barrios.
