The GOM must use the capex estimate from IDP-10 from May-2010 to compare with the $6.6b number.

 

IDP-10 stated $4.6b capex was estimated for phase 1.

 

What was the Capex budget when the OT LLC BOD approved the project, $5.9b?

 

Anyhow, If I'm not mistaken, GOM had 3 directors on the board, and every overrun on Capex was approved, or am I wrong?

 

How could they claim not to know?
