BD222 -  To maintain a listing on the NASDAQ, minimum share price requirements are $2.  Stocks under that threshold face a delisting.  The reverse split reduces the amount of shares and increases share price allowing for the corp to maintain index listing.  Corporations can't control the character of participants who deal in their stock but like you said, a higher share pushes out the penny players.
