Might be different in the North with land claim agreements playing a large part of the reg. process but whenever I have to submit a report (ie annual water licence report) it goes through a process by which all involved regulators have a chance to comment.  After all comments are acknowledged, the Board (Mackenzie Valley Land and Water Board in my case) can accept the report or ask for additional info before report is made public.  If BGM have been submitting report(s), and I believe there have been 3 to date, than it is likely the finalized report will be accepted and approved quickly since the draft reports are addressing concerns previously raised in my opinion.
