What is the message here ?

In the DOD

 BB has 470,000 users, Apple has 41,00 users and Android has 8,700 users.

The DOD uses them all.

Now they all might get clearance that DOD might continue using their products

So what changed ?

 

If a user do not like a particular  phone, they could have switched already.

 

RIM tumbled big over the months that the DOD will not use them anymore.

Now its confirmed its not true, but the stock still tumbling... the manipulation continues.
