The FED has a combined private bank and public componet . It claims to be indepedent but The Treasury Dept actually controls it by algorithm . The Congress has it's hand of control also by vetting the 12 board members and holding secheduled periodic and special hearinngs .. Permanent unlimited fluctuating QE has just been added to the program ........So stop talking this nonsense about QE  going to be reduced at a certain quarter you might pick or another quarter where you claim it will be ended ......
