BMO Presentation and Financing Speculations

Mr. Abasov stated in the presentation that financing for the project shall be 65 percent debt, 20 - 30 percent equity, and the rest perhaps off-take agreement(s). The CAPEX requirement is a total of $642 million, thus require equity financing of  $128 to $192 million.   He also stated that the concern for equity financing is not to dilute the company too much. My question, how do you not overly dilute a company currently valued at $124 million and a stock price of .45 cents with required equity financing of $128 to $192 million? Any thoughts greatly appreciated.
