I think you are correct that the EAO will not be taking new things into consideration. That's not a big deal, I think the thousands of comments received in the per application phase covered every conceivable thing, including climate change. It's just a matter of whether the company and EA offices actually choose to take those concerns seriously and deal with them. If the Application shows the company has not, then they and the EA will hear from the public and stakeholders, that's how the process works. And if after the process is done those issues remain unresolved, the company, its shareholders and the government should expect, I suspect, direct action to be taken to stop the mine from proceeding.
