It reads to me like Dundee came in and identified technical defiencies with the mine design.     " technical aspects, considerable test work"!  This is what is holding everything up.   Financing, IMC  Deals cannot be made based on a poor mine plan.   Hence the shakeup!

Whatever is going on, it is going to take a long time to locate that shirt I lost!  Maybe it will turn up in 2014.
