Each successive wafer has the functionality of the previous milestones plus anything else that needs to be tested to achieve the next milestone. Furthermore, the transistors developed earlier are improved. This is how OPEL is able to report (slightly) improved projections and actual results.
I know this because I contacted OPEL when hey were still working on the IR detector SBIR and I wanted to confirm that optical components on the wafers they were putting out. The person I talked to was unable to say, but he then proceeded to describe the process I outlined above.
POET chips have functionality at this stage, but they are not yet able to make a fully functional processor. How do you think they are able to tell us the transistor speeds NR after NR?

If OPEL is able to put out the WP ahead of some test chips suitor companies will be able to confirm that what's in the WP is accurate. There will also be room to scale the chips up towards the speeds they are projecting with further development.
