Energy Fuels is 100% owner of the White Mesa Mill, the ONLY curently operating conventional uranium mill in the U.S. It is located in Utah. If Strathmore has mines that can produce and truck ore to Energy Fuels' White Mesa mill, that could be why they are doing something together.
