I know when teck/cominco out sources sl*g to recover the precious metals, its just a matter of a loader onto the belt to feed the sl*g furnace which is already in place...very simple, quick and cheap. so I would suggest that these tailings are already in the form of sand/gravel and can be scooped up into whatever process there is to separate the gold from the rock from the mercury. Sounds to me like a loader and a machine and a couple of operators. I dont know if a small crusher would be needed....maybe, maybe not. Compare this to the capex of a working mine!!!
