From my experience, TSX-V is a junk exchange where a very small percentage of plays actually ends up being a real company. The rest is just a shot in the dark and when times are good, people throw money in there just gambling to hit one of those rare gems. In times like this, investors will just be more selective.  Here's a crazy thought.  Exxon is dealing with CBM Asia apparently because of its expertise. Why don't they spot them the money in form of a loan or for a bigger percentage in the plays?  $15 million is nothing for them so if they believe in the same story that we are seeing, why wouldn't they help out with the money?
