The BFS isn't done by a group of elves working in a sealed room with no windows and armed guards at the doors and telephones to keep anyone from talking to the outside world.  It's a collaborative process between Argex management and GENIVAR who are doing the work.

 

For example, the facility for processing the ore is a cost factor in the BFS. Since Argex has signed a lease GENIVAR needs to know what the lease costs are, how large the building is, what the utility cost is, and what initial modifications will be made to the building if any, and their cost. Argex management has this information and they have to sit down with GENIVAR and go over this. Decisions have to be made on how many shifts the plant will be operating with and that has to be factored in.  There are many things like this where Argex and GENIVAR have to sit down, share information and reach decisions on open issues so that GENIVAR can build all this into the BFS so that there are no surprises or disagreements when the BFS is finalized.

 

As part of this ongoing collaborative process management gets a good feel for how the BFS is progressing and in the later stages they probably get a feel for the viability and profitability of the whole project. Absolutely none of this is communicated to shareholders of course. No crumbs ahead of time - we'll see it when it's done.
