 How can anyone know that they will or will not hit?

 I have never ever said that they will not hit. ( "hit" meaning something someone actually cares about)

And a question for you-- will you admit that they have not lived up to even one of their promises and have not "hit" enough oil to fill a 4 litre pail?

 A simple yes or no will do----
