If  it  is a financing , it reminds me of XDC (Xtreme)  case. XDC made a financing at $1 (its  lows)  last summer.

However,  I  believe that  among  all  the  companies  of  the  sector,  TID (Tuscany  International  Drilling)   has the  strongest   potential  and is  grossly  undervalued  currently. TID  is  the  next  XDC  imo.
