Even if your best hopes are correct, (and it is not so clear that the future is so bright for CXX) the real question is how do they get there? they are out of cash at a time when that is very bad. With a share value of 3 cents or less if the downdraft continues, they will have a massive dilution just to pay the bills, let alone do anything to advance the properties. As a take out they are the very weak hand and can be squeezed very hard by any potential acquirer with lots of money say like Cameco or Paladin (most likely). so in a sale they will not get much more than the 3 cents a share or less as the buyer could just wait for them to go bankrupt when they can't pay the bills and pick up the pieces fpr next to nothing.
