The statement's  phrase is "effective date". I don't know if this is a phrase utilized at times which will make it familiar to some or not..:

 

Enterprise has extended the closing date to June 14, 2013 however the effective date of the transaction will be May 1, 2013.

Then we have this tidbit:

In addition, management has indicated that it plans to acquire six additional 1.5 million to 3.0 million BTU heater trucks for its Artic Therm business in 2013.
