Egypt can't engage in any hostilities because all it would take is a strategic air strike on Egypt's Aswan Dam that would instantly release 5250 square kilometers of water down the Nile. This would effectively wipe out over 90 percent of the population and infrastructure. They can never engage in military conflict no matter how much sabre rattling or rhetoric is promulgated.
